If your business is located, or plans to locate, within a specific 26-mile zone in Long Beach, and incorporates recycled materials in the manufacturing process, you may be eligible for assistance from the Manufacturer Advantage Program. Once qualified, your business can take advantage of:

  • Hiring credits and training programs
  • Employee tax credits
  • Sales and use tax credits
  • Assistance with state/regional permits
  • Low interest financing
  • Net operating loss carryovers
  • Business expense deductions
  • Site location assistance


Low-interest Financing

Our loan packaging services help new and established Long Beach businesses obtain long-term financing. Available programs include:

  • The California Integrated Waste Management Board provides direct loans to manufacturing businesses that use recycled materials as feedstock. Qualifying businesses may borrow up to 75% of the cost of a project (maximum $2 million) to finance real property, equipment, or working capital, or to refinance current debt.
  • The United States Small Business Administration (SBA) Section 7(a) Business Loan Guaranty Program offers business loan guarantees to participating commercial banks for financing eligible recycling manufacturing businesses. Loans range from $50,000 to $1 million and are typically secured by property.
  • The SBA 504 Loan Program offers below market rates for fixed asset financing. Loans range from $50,000 to $1 million and typically are financed by the SBA (40%), a local bank (50%), and the small business owner (10%).
  • The City of Long Beach Revolving Loan Program provides direct loans to new businesses and to existing businesses with growth potential. Loans may also be used for working capital and equipment purchase. Loan amounts range from $10,000 to several hundred thousand dollars, depending on project type and need.
  • The City of Long Beach Business Development Center has developed functional, working relationships with local and regional private lending institutions to provide gap financing through conventional methods.

Typically, financing a recycling manufacturing business will require assembling resources from a combination of two or more of the above loan programs. The City of Long Beach will help package the loan application and develop the most cost-effective combination of financing sources for prospective companies.
